Yes, it does. If they're light, then they're traveling faster than us; radio waves would travel into the past and could find ways of creating electric charges; the quantum field theory means they would act as the properties of their pre-existing particles even if they weren't the particles themselves; and exchange particles are capable of releasing charges too.
