McCain and Banking

I have a few questions about McCain and his coming to the rescue of Wall Street and D.C.
What is McCain's leadership roll in the Senate?
Is McCain on any applicable committees (i.e. Senate Banking)?
Does McCain think that he has some super power that will get the right bill (if such a thing exists) passed?

I'm either confused or this is a political ploy.
