1. ATM cards are handed out and the crimnal element that IS New Orleans begins scamming. *shocker*. So thats called quits *there always has to be a bad apple doesnt there?? though in this instance it appears its a bad orchard and a few good apples keep showing up but hey!! I don't live there, what do I know??*

Debit cards. But that's like arguing over apples and oranges. People are scamming from all over. Anyone who can figure out an angle to scam money off of someone is doing it. There's websites all over the internet for this stuff. As I've explained to people before who didn't understand the shootings, rapes, and murders. Most of the people evacuated to the Superdome and rescued from their rooftops came from New Orleans East. New Orleans East does have some nice neighborhoods, but is predominately government-subsidzed housing. As someone who almost ended up in "the projects" for a period of my family's life, not all the people are bad there, but it's obvious that there's a bad element.

I just wish they had more asian gangs in the Projects because they actually manage to shoot their targets as opposed to the lil' old lady or the kid in the house next door.

If they want to kill each other, I'm fine by that, just quit killing everyone else who isn't involved in it in the process.

5. People who get Federal Relief are going out to Bars, Shopping malls *which wouldnt be bad in and of itself except they are buying 500 dollar purses* and basically blowing their money. Wow, economically depressed people not choosing wisely spending money?? Who'da thunk?

I've heard about this. I know it to be true. Most of these people don't understand the concept of "waste not, want not". The government has paid for their lives since they've been born. Some have never held a job. It's a wreckless financial mentality that won't last when the state they're now living in stops shelling out cash. In Louisiana it's easy to get government assistance, but in Texas, etc, it's another story. The wake-up call is very much so on the way.
