Well, more King Cnut's courtiers. The King was operating in a very scientific manner, arguing that you can't change the tides by barking orders at it.

I'd love to know what Scott Pruitt thinks the cause of climate change actually is, if not carbon dioxide in the atmosphere. Part of me is worried he would say something quite ignorant like "water vapour" (which is superficially true, but...).
