But they quickly backed off soon after the US raised a hue and cry about it. They seemed rather eager to return the drone pronto. I would say they just made a stupid decision and didn't know what to do with it.

China's government believes that it has a duty to censor what its own people see, for its own sake. So that naturally extends to the people of other governments!
Actually, it's interesting to compare it to the US government's philosophy. Our government seems to think it has a duty to sift through all personal communications for the sake of nabbing violent religious extremists. Kind of a wacked-out justification for such intrusive surveillance, IMHO.
