Yep. Shooting a person in the back in cold blood, without provocation, and then casually walking toward them. (Story here). What drives cops like these to do such sort of things, and react as if they're shooting at pigeons? Sociopathic inclinations, or rather the belief that they could do it with impunity, without any consequences, and would get away with it over and over again?

This happened in South Carolina. Previous incidents of similar nature that involved white cops shooting unprovoked at unarmed black men have in their large majority happened in the South. And some are still saying there's no pattern there, nothing to see, move along. And researches cited by the attorney general himself coming up with clear conclusions on racial profiling among the police in certain areas, are being dismissed outright as "race war". What gives?

The cop here not only used unnecessary and excessive force (to put it mildly), but tried to plant false evidence to justify the murder. At the beginning of the video the cop can be seen throwing his taser to the ground, arguably to create a reason to shoot at the victim, and then after he shot the guy he can be seen throwing his taser near the victim's body to justify the killing. Let's see if he'll get what he deserves, or he'll get away with it, too. In any case, no matter how desperately some'd want to deny this, there is a well noticeable pattern here, and it's not helping disperse the impression that America might be having a bigger problem than many are willing to acknowledge.
