I don't think the context changes the words, and in my opinion even the meaning YMMV

The context obviously changes the words. If you walk in to a bar and tell the first hispanic person you see that he doesn't look like he's from here, it's a big difference then telling people who you already know aren't from the place that they aren't from there.

You know, conservatives going on about self-responsibility would be a lot more believable if they weren't trying to invent every single persecution under the sun to avoid self-responsibility.

In one way knowing the context, where it was said, and all that was said, makes it worse.
The majority of people who work there are not laborers from some other country seeking a better life. I would have to double check with people I know that work there, but my understanding is that they really don't have much in the way of general labor outside of janitorial and cafeteria staff; so he is stereotyping, big difference.

Jeeze louise, he was out here doing fund raising and preaching immigration reform. I gave two examples, there are many more, it's not invented, it's a *shrug* fact.

But you're still way off. How does he already know they aren't from there? From his quote it was by looking at their faces, not from prior knowledge.
