On the contrary. That is exactly what the wall in the West Bank is supposed to be doing. Not only that, but as Ariel Sharon has himself admitted (tcpip linked to his words above), the purpose of the wall is to fragment the Palestinian territories into smaller pieces that could be easily controlled. The settlements are being built in those particular locations for a reason - they control strategic areas, mostly high ground and water sources, and that is a key to controlling such areas like the West Bank
