Japan has a problem dealing with stuff like this -- the US does too, of course, but there tend to at least be contrary voices. Japanese people barely talk about politics or history at all, and there tends to be a strong sentiment that if the issue does not personally involve you, there's no need to speak up.

Who's he going to upset? All the Japanese who care about crimes against Koreans and Chinese decades ago? And what Foreigners, especially Koreans and Chinese, think isn't worth shit in Japan.
