As I recall, the "earthbound angel" Supergirl had a walk-on appearance in the Dr. Occult backup series in Reign In Hell, where she had been consigned to Hell for no apparent reason (there seemed to be a lot of that going in in that series). In Peter David's own Fallen Angel series, there was an arc dealing with a woman who'd been the guardian of the city Bette Noir before the title character, and she was heavily implied to have been Linda Danvers.

I guess I can accept a one-note Cat Grant because she's just a face in the crowd at the far-too underused Daily Planet set, while Supergirl is supposed to be headlining her own title, and still gets no development! If Kara Zor-El was only appearing in the Superman titles, I could probably accept that his cousin could take years to decide things like whether or not she wants to be a super-hero, or have a secret identity, or even know whether or not she'd been sent to Earth to kill him. Kara got more character development in one season of Smallville than she has in over three years of her own comic book!
