Bill Buchanan briskly walks into the large, metropolitan building that was Division. He is slightly nervous walking into the building where he used to have an office and a rising career. He stops at the kiosk that is parked near the elevator to buy a coffee and the warm sent fills him with a sudden feeling that he is not yet quite accustomed to.

The first thing his brain registered when he awoke was the strong smell of coffee-good coffee, though he didn't expect anything less from her. He had never met anyone who could make him feel better about his caffeine addiction, after all her total daily intake surely doubled his.

He thanks the kiosk girl and proceeds to pace to the elevator. He isn't late, he reasons; he just isn't as punctual as usual. He still has a good ten minutes though to distribute packages before people began to file in. In all there are to be eight people from Division, and he knows their decision and subsequent involvement of Homeland depends on his presentation. The meeting is crucial and he's honoured that they called upon him for his professional advice, but concentrating on this aspect of work is not high on his list especially this morning.

Every time he thinks he can't be more smitten, she surprises him. The way she kissed his cheek when arrived to pick her up. The way her hand found its way into his. The way people passing by smile at them. It was unchartered territory for him but he found himself beginning to enjoy it.

Sitting at the head of a long, conference room table Bill looks at the eight officials before him. He isn't surprised they had decided to meet over this particular issue; he is sure it isn't the first time and it certainly wouldn't be the last. But for now they wanted his honest advice on whether or not they should change the regulations and Bill had every intention of pushing his own agenda.

It started in the den while he was grabbing them each a nightcap. Kissing, touching, and before he knew it they were tangled on the couch. Her tiny fingers unbuttoning his shirt, his hands inching up her smooth leg and under the lining of her skirt.

His presentation of the statistics went well; he's sees a few nods and questioning looks. They aren't sceptical, they just don't understand. He knows he can make them see reason.

"Are there any questions?"

"I do Bill," an older man speaks up and Bill recognizes him as the agent in charge for policy from Headquarters. "So you are saying that you are against creating a policy that bans fraternization among agents and officials?"

He looks down at her-her face coloured with a rosy tint and her breathing hard-he enjoys her like this.

"Yes, sir. Believe me, I understand how the coupling of agents can be problematic especially in our line of work. When you are out in the field, hard decisions need to be made between agents. Those decisions should be based on logic, not emotion as they sometimes are. But I think that if we enforce a policy that opposes fraternization than we run the risk of creating bigger problems."

He sees that a select few remain to be convinced and decides to throw formality out the door.

Resting on his side he brushes the hair from her face. She giggles and he wishes he could listen to her laugh forever.

"Look," he says. "If you think that just because there is a rule that says two agents can't sleep together, that suddenly everyone will stop having intimate relations? You're wrong because they won't. Agents will always continue to engage in fraternization despite of whatever policy we have, they will just do it in secret."

"And the secrecy is what we want to avoid. As a Director of an agency that deals with highly sensitive information I need to know before I send my agents into the field what the risks are, and whether or not my agents are going to make decisions based on logic or on emotion. If I don't know that two agents running an operation are romantically involved the results could be disastrous. Whereas if I do know, then at least I can expect the unexpected and work around it accordingly. Gentlemen, fraternization is inevitable but with it out in the open its at the very least manageable."

She brings her face to level with him. Her smile is contagious and feels as if his face is going to break he's so happy. She kisses him slowly and he never wants it to end.

The meeting continued throughout the day, he stays to hear the results. It was a unanimous decision to hold off on the ban against fraternization for a few more years. He releases a silent sigh of relief. Leaving the conference room he is stopped by a senior agent.

"Just one question Bill," he continues at Bill's nod. "Why do you say fraternization is inevitable?"

Afterwards when she curls into him, their bodies fit perfectly. She snakes her arm around him and kisses the corner of his mouth, all the while whispering words of love and adoration. She tells him how happy he makes her and he knows this is where he wants to be for the rest of his days.

Bill looks down and smiles softly. Looking back up at his colleague's questioning gaze he answers. "Because sir, you can't help who you fall in love with."
