Well, it seems this letter may help to answer this question, at least in relation to the financial crisis. Take a look at this one:

I don't see Christopher Dodd, Barney Frank, Barack Obama, or Nancy Pelosi's names on this do you?

Maybe they were out campaigning or playing golf. As always, this Congress was asleep at the switch.
