Ah, see, when I saw this, I remembered a mystery I read once with the same setup, where there was a family of serial killers and one of them was tossing out the occasional shoe (by the side of the highway) in an attempt to get them caught. So I picked humans for this one, because what other monster would leave just the feet?

Actually, it reminded me of a half-episode of Bones that I watched. Someone had cutoff the victim's feet, if I recall correctly.

They found out that the person was a regular guest at some horse fetish ranch. (People acting like horses... A kind of odd form of sexual domination apparently...) Apparently when they kill a horse, they cut off its hooves. Of course, those feet were actually severed.

These are definitely left by a sea monster of some sort.

And, think about it... If you were a monster, wouldn't you choose not to eat the feet? I mean, do we eat cow feet? Chicken feet? So, why wouldn't a human-consuming monster leave the feet?
