I do much better with WIPs because it seems easier to keep up but then there's a story that has 50,000 words, and it's like it's insurmountable, for some reason. Which is ridiculous because I've read bigger so it's got to all be in my head :)
I must admit I generally haven't bothered to go looking very hard, e.g. to see if the journal in question is still active. I've usually assumed something along the lines of the author being ashamed of earlier writings, or having locked down the journal to avoid being found by employers or what not, or reworking a story for submission. I think only once have I encountered an author who would deliberately lock each chapter after a certain point (which I also don't understand.)

I don't get the point behind locking a fic after time. Seems like a useless, almost petty thing to do.
