Reward/punishment agreements are simplistic to maintain between assigned pairings. Ship-wide methods of doing so, however, appear to be inherently flawed. A provision for appeals is also non-existent, forcing the inevitability of errors in judgement.
Constant monitoring of corridors, reserved areas, public locations, private residences and select portions of communal showers/private bathrooms/lavatories would solve most discrepancies. Visual/audio recordings would be autonomous and retrieved upon authorised request to minimise blackmail potential.
Non-lethal weapons could be an excellent addition to these devices.
Without this, further volatile exchanges will continue to be frequent.
