The 456 are big bullies. Up until they released the virus they didn't actually do anything to hurt anybody. Lots of threats and dramatics. What if the virus doesn't kill people? What if it only makes people look dead, for say, 24 hours? That would explain the one day deadline for delivery of the kids.
So therefore Ianto isn't dead.
Yes I know, I'm clutching at straws. Humour me.
