A friend's LJ linked to a cookie recipe which linked to a Nashville hotel website which had this picture. (With my disdain for celebrity in general and my disinterest in country music in particular) I have no idea who the subject is, but I have to imagine that there was deliberate intent slipping that caption through in the Bible Belt.
"Package" is a slang term for the male genetalia.
