I just heard an interviewer ask an ex-convict whether he was an optimist.
Pessimists don't commit crimes; they think they'll get caught.
Similarly, severe sentences are not an effective deterrent. They might deter people who think they will/might get caught, but people who think they will get caught don't intentionally commit the crimes.
