Mmmhmm, they are. But they're friends of Ichigo. I'm afraid almost all of Ichigo's friends are shinigami.

Ahhh, no one told ya? There are two levels ta this place. This is the lower level, it ain't so nice. The Upper Level is a lot nicer though, and ya get yer abilities back.
