Thanks, and yes, I know what you mean. :) I just wish they'd make them disappear completely (and in that picture, it looks like it practically does), but in person they are still visible...a *lot* less than usual, but still visible.
Most of the women in my mom's family have really dark circles under their eyes, so it's definitely how I am, and hereditary. It looks like Scout has inherited it as well. Still a little early to tell for Snoopy though.
You could maybe go to the cosmetics counter at any major department store - they will typically give you free advice (and sometimes a makeover) in order to get you to buy their products.
My opinion is that you'd want to go with something subtle, since you don't wear much makeup - you can't go wrong with golds, browns, and maybe pale pink for eyeshadow; brown, brown-black, black, or navy for eyeliner (just a thin line from the middle of your pupil out), and brown-black or black mascara. Add a bit of lipgloss or lipstick in a light shade (no reds, no browns - I personally prefer medium light pinks or mauves).
I use a bit of concealer on my undereye circles too, now and then, but I've always eschewed foundation and never really needed blush. On top of the concealer you may want just a bit of pressed powder to help it "set" better.
I have had professionals tell me that eye shadow on me looks awful. This is after they assured me that they could find something that would look good on me after I've told them that eye shadow and I don't get along. ;) The only thing I do to my eyes (aside from concealer now, apparently) is mascara, which looks really good on me, if I do say so myself. I just go with a basic black, waterproof preferred, the kind that "extends" eyelashes a plus because mine are so short

As far as eyeshadow goes, your eyelids are naturally pale brown, so going with a slightly warmer brown (and using it sparingly) then just putting a bit of highlight color on the top part of your eyes (from the bottom of the eyebrows down to the crease) in a pale shade (I'd suggest a creamy or light peach color) is probably your best bet.
For lipstick, I'd suggest a light mauve pink. I think you'd look best in warm tones rather than cool. If you know anyone who sells Avon, they sometimes have little trial sizes of lipstick. I actually have an Avon rep in my office, so if you want I can ask her if she has some trial lipsticks and mail them to you, so you can try different colors for free!
I don't do blush, but for you I'd suggest more of a suntan color or a peachy color, applied sparingly on the apples of your cheeks.
If you just get a manicure itself...not fake nails but just a manicure...it's not all that expensive. I'm probably going to start getting one every month or couple of weeks myself. Basically what you get is hand rub / nails filed and painted...it's getting a "full set", i.e. the fake nails, that costs so much.
As for getting makeup, go to a makeup counter at a good department store and ask for a makeover, and tell them you want to know what would look good for "special occasion" wear. The makeover is free (if it's not, go to a different counter, but it should be). They'll try to sell you everything they use on you but you can keep the makeover to the look you want and just buy one or two items (or tell them you're going to wear the face for the rest of the day and think about it). They'll teach you how to use the stuff they put on you.
If you want, I can also bring a book I have on makeup and hair and stuff, when I visit. I don't want to part with it permanently, but I don't mind loaning it to you for a while. Let me know. :)
