here, but here's the conclusion.
I've decided that it's official. In the British Wizarding World you are under a spell that makes you unable to produce babies until you are married and a spell that makes you fertile again is cast. Although that spell only makes you fertile with your spouse, because there are no illegitimate children in the books. I can't come up with a single wizarding couple that we know for sure weren't married when the child was conceived. You HAVE to be married to have babies.
And Victoire is a child of a Weasley twin and a cousin of Fleur's, dammit. bartholdy explains how it could happen (there is some serious Important Discussion in that comment thread). The twin in question prolly didn't even think about using protection because they don't do that in Britain. But the cousin was French and they don't spell people not to have babies outside marriage in France. Seriously, it's France. You just don't do spells like that in France.
And Bill and Fleur didn't have any children before they got married either because Fleur was intelligent enough to use protection or because you have to undergo the no-ring-no-baby-spell when you move to Britain. Her cousin was just visiting.
