It comes from a time when homes were heated by coal. It was believed by people back then that a person was poor because God was punishing them for being sinful, and coming from a sinful family. Children in poor houses received coal on Christmas in order to heat their rooms, while rich children, who could afford such things normally, got candy. It was then forever associated with coal being for naughty children, even to this day, though even naughty children do not receive coal... mostly because coal has become rather expensive and difficult to find due to electric heating and dwindling coal resources worldwide.
