I've heard stories. The cops in the area were having a tough time cracking down on a drug trafficking problem. The local cult would sell this stuff to the tourists, and kept some people in the town docile by keeping them addicted to it. If I remember correctly, it's a hallucinogenic drug derived from the seeds. Makes something called PTV.

I doubt it, it's probably more like acid. Only really good for a really bad trip. I'm not entirely sure what it's effects are like, but the local cult used to use it for religious purposes back in the day.
