Limited at best. My tutors once tried to teach me some of the physics and philosophy behind it. Although they decided I was best suited elsewhere.

Although, I will stand on top of learning such a theory.

Well, since you have a bit of experience with the idea, this should hopefully be a lot less confusing then.

This is supposedly a nexus in between different worlds and times. It periodically brings people in and boots them out again. So far we haven't had much say in the matter. You might find this guide helpful.

What exactly this place is and what lies behind it's true purpose is still unknown, I'm afraid. Is your Clock-Up system related to teleporting? Or... well, the doom clock is central to the city.

The identity of the place is unknown... Maybe that is for the best.

The Clock Up System, is part of the Kamen Rider System I possess. I am afraid I don't understand what it exactly does, but while I am using the Kamen Rider System, I can use Clock Up to put myself into a state where I assume time has slowed down in order to fight my mortal enemy, the Worm, in the hyper-fast state.

You seemed humored... or confused by my enemy, the Worm. They are from another world... they can mimic the identity of any human. They wish to destroy everyone... and take my planet for their own...

I do have allies. It is an ongoing conflict there, and we seem to be winning at the moment.

I will stand on top of finding a way around such a limitation. I stand above such mortal limitations.

Shapeshifters then. I haven't heard of any such currently being in the city. But I wish you luck with them back home. On the bright side, most people tend to return to the same moment that they left.

And perhaps while you're here you might find something that would aid in your fight back in your world?
