[Tsurugi moves towards the fallen rioter, and knocks them out quickly by cutting off their carotid artery temporarily. He pulls the two rioters out of the way, and ties them up with what he can]
Dispatch, this is Kamishiro. I have another two rioters disabled at my current location, bound up. Please pick up, and detain until this riot has concluded.
