Tsurugi is an heir to the famous English family, Discabil, despite being Japanese himself. Because of this heir status, he's never had to work a day in his life and has no concept of money because of this. Sometime prior to the series‘ start, Scorpioworm, a scorpion-based Worm, the inherent monster/villains within his universe, killed Tsurugi and his sister. Scorpioworm decided to mimic/absorb the appearance, personality and memories of Tsurugi. Unlike a normal human when mimiced, Tsurugi's personality is so overbearing/strong, that Tsurugi's identity became dominate over that of Scorpioworm‘s.
His sister's death by Scorpioworm haunts him, and he decides take revenge against the Worms as a whole for her death. He somehow acquires the Rider Sword and the Scorpion Zecter, a mechanical insect with a sentient AI, which he can use to become Kamen Rider Sasword. He fights Worms as Sasword under the patronage of ZECT, a mysterious company which fights the Worm menace, as a hired gun of sorts, taking payment for each Worm he kills.
Under the watchful eye of his loyal butler, Jiiya, he lives unaware that his family's fortune is completely gone, and continues to act according as if he still had a considerable fortune. After the revealing of another rider system, which ZECT can have better control over its user, Tsurugi is denied any future payments. Tsurugi learns that his fortune is nonexistent, and he decides that he rebuild his former fortune by any means necessary.
On the rare occasion, Scorpioworm does take over...

Due to Tsurugi's personality taking precedence over that of Scorpioworm's, Tsurugi is inherently human. Scorpioworm does have the capacity to take dominance over Tsurugi, especially at times when he is stressed out. The memory of his sister's death tends to act as a catalyst for the transformation when he is in such a state. Tsurugi has no memory of the time when Scorpioworm takes over, and tends to disregard any memory lost as irrelevant. In his Worm form, Scorpioworm is a Scorpion-themed humanoid. As a Worm, he has the ability to move inherently at speeds much faster that any human can naturally obtain. Scorpioworm, as a Worm, technically has the ability to mimic a person perfectly down to their memories, appearance, and overall personality, although that is dominated by Tsurugi. When Tsurugi later learns about his Worm-half, he does become dominate/overall personality of their combined selves... but that is the future....
He is an expert fencer, and overall fighter. On one occasion, he was able to kill several common Worms with his family's sacred sword, the Discabilur, without using the Rider System. Because of his wealthy upbringing, he has been tutored in many fields of study and activities, and has many diverse talents and skills because of that. He can speak Japanese, English, French, Italian and Chinese fluently.
By using the Masked Rider System incorporated into the Rider Sword and Scorpion Zecter, he can transform into Kamen Rider Sasword. In Sasword's Masked form, he has much more overall strength and an effective defense. The tubes which line this form can be used to bind others. By using the command, Cast Off, he is able to remove the heavy armor of the Masked form, and go into his Rider form. While both forms can use the Rider Sword, the Rider form can use its power to the fullest with his grand attack "Rider Slash". Rider form also has access to the "Clock Up" system which allows any human to match speeds of a fast moving Worm by slowing down the flow of time for some short period of time.

Tsurugi's upbringing has made him incredibly arrogant of "common" people, and very naïve. He is often unaware of things that an average person wouldn't think of as special at all. His discovery of ramen, or "la-men" as he pronounces it, causes him to go onto a quest to find the world's best ramen... which ends with him being trumped by his rival of sorts and Tsurugi learning some lesson. Despite learning a lesson, his extravagant personality remains relatively intact.
Based of a running joke dealing with the meaning behind the kanji constructing his name, he introduces himself by announcing that he is "the man who will replace God with the slash of a sword". His arrogance is further compounded by his belief that he "will stand on the top of" any activity that he tries, no matter how mundane it may be. He also believes himself to be above the law, to the point that he believes the world revolves around him. This is only reinforced when a police officer trying to rebuff him for trying to disregard the law, is killed by a common Worm. His interaction with Tendou tends to make this idea horribly wrong though, as an attempt to teach him otherwise.
Although he appears to be static in overall character, he is dynamic in nature. He's very protective and loving of people he cares about. His sister's memory is incredibly important. His love interest, Misaki, reminds him greatly of his sister. Tsurugi will go to any length to impress Misaki. He also greatly respects Tendou, after he is punched for indirectly hurting Tendou's sister. Tsurugi respects Tendou's love for his sister, that despite Tendou's role as Tsurugi's rival, that he will act in ways to help Tendou. When he decides to become best friends with a third rider, KaGAmi Kagami, he pampers him to the point that he bathes and feeds Kagami himself.
While arrogant, he does believe in the idea of nobless oblige. His butler, Jiiya, tries to strongly instruct him in this ideal, and Tsurugi firmly represents it as such. He will return any favor towards him, with an equal or greater action towards the original person to give him favor. Jiiya acts as the only limiting factor on Tsurugi's actions, that despite Tsurugi's tendency to take action however he pleases, he will yield to Jiiya when he is suggested that it might not be the most wisest thing to do. Tsurugi's respect is shown with his tendency to repeat phrases that Jiiya has previously stated.
His hatred of the Worm is important. He will go to any length to kill the Worms. When he later learns of his true identity as a Worm, he arranges a plan which will allow the mass extermination of most of Worm-kind, as well as letting himself be killed by Tendou so that all Worms will be killed, allowing himself to keep his promise of being on top of killing Worms.

Tsurugi from most people's perspectives was simply put, an idiot. They would say this man knows nothing of the practical world, and he lives in some dreamland. Tsurugi would promptly find that they knew nothing of the greatness of the Discabil family, and just as quickly would consider whomever insulted him to be an even bigger idiot. Tsurugi firmly believed that with his sword, he would replace God. Tendou was the only person that impeded his path, but even then Tsurugi considered him a worthy rival.
While Tendou and his Grandmother's sayings were contradictory to that of Jiiya had previous said, there may be some truth to them. Then again, Tsurugi was above any sense of law. He could say "rock" instead of "frog", and still get people to jump for him. He was a Discabil, and nothing will stand in his way in the long run. While he respected Tendou enough to fall before his greatness by the time he would succeed in his plans, he believed everything else would fall before him or be destroyed. Any fork that should be foolish enough to fall from his hand should deserved to be thrown away, even if it had been in his family for generations and was priceless.
With the Worms out there, taking no heed of his words to just die where they stood, he just needed to take his sword in hand to them and kill them in their spots. They had taken his dear sister from him, and he could never forgive the Worm for that. The Worm were his number one obstacle in this path towards replacing God with his sword's slash to stand on top of this world as its king.
With catching the simple sight of his love, Misakinu, he set his path into courting his queen. He would stand on top of seduction.
He was Kamishiro Tsurugi after all.

Kamishiro Tsurugi is an heir to a very prominent family, the Discabils. Because of being an heir to the Discabil line, he’s never had to work a single day in his life. His life was changed one day when his sister was brutally murdered in front of his eyes by one of the strange alien creatures known as the Worm. He somehow escapes the same fate, but in reality, that’s all in his mind. Tsurugi was murdered that day alongside his sister… but he never truly died. The Worm which killed Tsurugi took an imprint of Tsurugi’s existence (perfect mimicry/absorption of memories, personality, and appearance) as the human Tsurugi was dying. The Worm, Scorpioworm, intended to use Tsurugi’s existence as a cover to further the plans of the Worm upon the Earth but Tsurugi’s persona was particularly unique compared to the rest of the population and was able to take control of the body and act as if he was never murdered. While Scorpioworm laid dormant within their shared body, Tsurugi repressed the memories of his own death and the fact that he was a Worm. He would come out of this event with a deep hatred of Wormkind.
The death of his sister haunts him enough that he has declared a personal war against all Worm. His only desire is to see all of the Worm dead by his hands. He eventually discovers the Rider System connected to the Rider Sword and the Sasword Zecter which would allow him to transform into Kamen Rider Sasword. Under the patronage of the anti-Worm organization, ZECT, he fights against the Worm as a hired “gun” or rather a hired sword. He takes payment from ZECT for each Worm he kills.

With him trying to rebuild through rather common means, he starts to fall in love with one of ZECT employees connected to his self-proclaimed best friend and fellow Rider. His love for Misaki, and her similarities to his sister cause problems until Misaki finally knocks some sense into Tsurugi.
On the rare occasion, Scorpioworm does take over... and causes general chaos, especially for those who know his secret. Eventually he realizes about his other side on the eve of his first real date with Misaki, he abandons her to “lead” a Worm army to victory, but in reality it was a trap which he devised to kill off a substantial number of the Worm as well as letting himself die a honorable death at the hands of his rival so that he could fulfill his desire to see all of the Worm dead. Although mortally wounded, he returns to the Discabil mansion and dies in his human form, showing that despite that he was physically a Worm, he was still truly human at his heart.

[the camera attempts to refocus as if it had been long out of use… it eventually gains focus on an inert Tsurugi sprawled across a random bench within the paths of the City. Tsurugi appears to be dirty and in disarray. Tsurugi beings to stir.]

…why am I still alive? That blow from Tendou should have been fatal. I must be alive for some reason… or this must be the afterlife.
…This couldn’t be my same life. I don’t see the Tokyo Tower on the horizon… unless I’m outside of Tokyo. Even so, Tendou would have never gone back on his promise… Wait… this place looks familiar.
[the sound of the phone beeping can be suddenly heard… Tsurugi notices the phone broadcasting him.]
It couldn’t be… I’m back in the City…

His end was near. Tsurugi welcomed it... it was the only way he could meet that promise he made after that Worm... after he had technically killed his sister. All of the Worm must be destroyed... himself included.
Turning his back against this life was hard still... Tsurugi longed to see Misaki. To have that perfect first date that he had planned. To woo her. It would never come. Even with his Misaki yelling at Tendou to stop, he wouldn't let it go through. He loved Misaki and that is why he knew he'd continue this path. To protect her. To never let her or anyone else suffer like he did by the Worm.
Tsurugi was glad that he had Tendou there acting as his executioner because he knew that Tendou understood him, and would honor his wishes... even if it came to this level of barbarism. He trusted Tendou as his rival and his friend to be able to continue though. It would end now.
His hatred of the Worm wasn't the force driving Tsurugi to see his own death, but it was the only way he could ever see his honor be fulfilled. To protect the world from the threat of the Worm so the world could go on and change. To become better or worse based upon the will and actions of the people... to never be threatened with extinction. To let humanity act on its own desires rather than be herded like sheep... to be slaughtered like sheep. To be slaughtered like how his sister and his own self had been.
To have people like his beloved Misaki, the always faithful Jiiya and even those like the sister which Tendou protects so dearly to be able to live in peace. That thought justified it all.
Tsurugi was so close to his mansion... his home. So close to his death.

The moment his mind became unclouded and clear... that's when everything changed.
For the Worm known as Scorpioworm who took the form of Tsurugi, everything had changed that day when he killed the girl and her brother... then took his form. One of the most powerful Worm known in their existence... capable of forcing any Worm into their stolen [human] forms was defeated by a mere human. His human. He conceded defeat to this human, and deferred all control to him. Tsurugi was becoming aware of this. Their conflict within this one mind had gone on for some time, but it was coming to an end. They were for a better lack of a term, one.
While their minds were not yet one, both were coming to their individual realizations of their predicament. Tsurugi was horrified by the sheer fact that he was a Worm and had never realized anything. He was reliving a memory which brought horrors to him, but never had remembered properly. He saw the Worm kill his sister, mortally wounding himself, then becoming him. The Worm side was trying to figure out why Tsurugi was special. The Worm always had dominance over the aliens that they took shape of. The few known instances in which the dominated's personality took control involved head wounds which “knocked out” the Worm and allowed them to live "normally". All the Worm wondered is how this human bested him... A spoiled brat born into a position of power and wealth on this planet. Was it his arrogance or his stubbornness? Or perhaps both of them. The human clearly had changed in the time since he took his form... for what the humans would be considered “for the better”, but then that didn't explain how he lost to begin with.
The Worm knew the battle was lost... at a personal level and for the War that they had been fighting for. The pawns of the Native had won, and his human would help them unaware of the consequences. Tsurugi had a promise to fulfill. The Worm needed to be destroyed. His intent was perfect on that. With Tsurugi knowing about the Worm at such an intimate level, he knew who to force to his will in order to gain his former strength and lead the Worm hordes to an climatic end. A determined existence, whether it be Human, Worm or of those blasted Native was a dangerous one, and the Worm recognized this. Tsurugi would make this finale to be something memorable and historic... if a Worm history would remain.
Tsurugi had gained his ultimate trump card from his horror. The power to control the Worm. To control their masses and put them where he wanted them... into Tendou's and Kagami's hands. He knew what would come from this, and Tsurugi was unafraid of his death to come. He knew that it must be done. He only wished that it could give him some more time. To have his Christmas date with Misaki... the date he had so meticulously planned for. To have some of Jiiya's cooking... to have some of his la-men once more. Tsurugi knew that he would never restore his fortune, but with this, he'd restore his honor. With that he knew he must honor them. To ask Jiiya why he protected him. To wear Misaki's “colors” when fell in this battle. To tell Tendou that he only wanted his one wish fulfilled.
The Worm knew his own existence was rapidly disappearing into Tsurugi's own consciousness. His last remaining thoughts were a request... The last request to Tsurugi was simple... kill all of those who claim to be the strongest of the Worm.
Tsurugi never did things in halves or quarters. He did things to best of his ability every single time. He stood on top of doing many things. He never thought that he would stand on top of being a Worm but he had to be the best. Conspiring to make a plan to kill ever last Worm off in one fell swoop... Tendou would never be able to claim that he stood on top of killing the Worm ever again. That thought gave Tsurugi a perverse humor. Waiting is all he could do now, looking at the bracelet that Misaki had given him. Tsurugi could hear the approaching footsteps of Tendou. He knew that this conflict was coming to an end...
