Fastidious:
1. excessively particular, critical, or demanding; hard to please: a fastidious eater. 2. requiring or characterized by excessive care or delicacy; painstaking.
Bureaucracy:
1. government by many bureaus, administrators, and petty officials. 2. the body of officials and administrators, esp. of a government or government department. 3. excessive multiplication of, and concentration of power in, administrative bureaus or administrators. 4. administration characterized by excessive red tape and routine.
"Fastidious bureaucrat": micro-managing a-hole whose mediocre unsatisfying desk job drives him/her to make unnecessary demands over inordinately trite issues, and for whom the most modicum of power bloats an already over-inflated ego, with absolutely no physical or intellectual evidence to warrant its subsistence
