Update to my crappy situation

So, I was looking into what I need to do to take care of this whole state referee inspection on my car. I came upon this:

Per the Governor's Executive Order issued on July 31, 2008 concerning the state budget, Referee and Consumer Assistance Program (CAP) Repair Assistance, and Vehicle Retirement services have been suspended until further notice. We apologize for any inconvenience. Consumers may call the Department of Consumer Affairs, Consumer Information Center at (800) 952-5210. Also, please check our web site periodically to confirm when both Referee and CAP services will resume.

As of right now, the state referees are shut down. I checked a few forums and one person heard that due to this fact, you can take your car to a normal smog station. My A4 would pass a normal smog check. It's not certain but I may get lucky and not have to change a thing on my car. Others have also said it looks like they're doing away with state referees. This would be great! It's possible there's light at the end of the tunnel!!!
