Okay, we're confusing. Let me get all the various timelines straight in my head...
August, 1999: The year after the events of Code Veronica. Linda is testifying against Umbrella before the Supreme Court. Soon, they will be officially put out of business, but that doesn't mean they're quite dead yet.
July, 2006: Two years after the events of Resident Evil 4. The Illuminados have survived Leon's rampage, but what are they up to...?
April, 1999: An alternate universe where the Alpha Team was sent into the Raccoon Forest first, resulting in the deaths of all the STARS save for Rebecca Chambers and Kenneth Sullivan. William Birkin and Albert Wesker return to the mansion a short time later to try to shut things down, but die in the attempt. Without Birkin, Raccoon City does not fall prey to a second outbreak in September of 1998; instead, it slowly begins to succumb to the virus that was released at the Arklay facility. Rebecca returns to Raccoon City with help in March of 1999, and deals with the virus before the city is destroyed. In this universe, Kevin Ryman is a member of STARS, and Claire Redfield is a new single mother in California following the death of her brother.
