vocabulary malfunction
What is it called when a group agrees on something by consensus, but then someone in a position of power does something else? Like, years ago, when Seattle voted against a new expensive sports stadium and we got it anyway. Or when we voted for a mass-transit rail system and they did not build it. (Although it looks like they are finally building one now, several elections later.) Or the latest presidential elections. -- What is the word for that kind of thing?
