That talks about "Outrage Fatigue", basically so many things to be upset about that you end up not caring at all. The article talks about mainly being so outraged at Bush, that one person said if he started to execute every tenth person they would not care or lift a finger any more. Kinda sad if there is that much to be angry over and nothing is ever done...
