… Yeah, it’s really easy to see that Xemnas is a extra special Nobody here.
[ Personality ] :
First and foremost, Xemnas is a Nobody and this means that his heart and feelings do not exist. Everything is empty when it comes from him unless it is about power and getting what he wants in the end. Sadly he does not fully remember everything about the lives he's lead, but more and more he is trying to figure them out. It is due to these other lives, that he's decided that his goal will be attaining ultimate power so that he could re-create the universe in his image. To do this he requires Kingdom Hearts and that is where everything starts.
As leader, it can't be said that he is fair and just, but he is powerful, smart and good at what he does. If something needs to be done, you can count on him to do it. Nothing is to complicated or impossible for him to at least attempt to complete. It is this competence that has gained the trust and loyalty of the other Nobodies that are in his group, Organization XIII. Of course, like all leaders, even Xemnas has a few people that do not believe in him and wish to take over as leader of Organization XIII. Seeing as how the 'feelings' of one is enough to spark ideas in others, this leads to darker parts of his personality. To be truthful: his real personality.
Xemnas is ruthless, a very no-nonsense kind of man that takes the lives of other only so seriously. He doesn't not take no for an answer. Everything is to go by his design or it will be 'fixed' or eliminated. When a few members of the Organization started to think about mutiny, they were all swiftly executed without a second thought. He cares not for their desire to be complete. If he can achieve his dream then the worry of completion or only being part of a whole will be a thing of the past. It can be said that he takes care of the ones that remain loyal and keep them close, but that near means that they earn any type of special treatment.
Without true emotions, Xemnas can get a bit dramatic. He is truly a man that not only talks with this hands, but he can illustrate every word with the movements of his body and the expressions on his face. While it can be very artistic, it is quite the give away that most of the time he does not mean what he says. In this same vein, His voice also moves in emotion to match what he wishes to convey. A lot of the time his voice is very slow and precise, sounds a bit emotional or just plain sad. His words are always carefully chosen and intelligent. It could even be said that he has a poetic way of talking. In his mind, it is a soft heart ( or at least acting like it) that wins the people over.
Speaking of his mind, Intelligence and knowing everything about something that is very important to him. A vision does not stay just a vision to this man. Every must come to fruition. If he himself does not know how to do something, you can bet that he will stop at nothing until it is utter perfection. It's not to say his intelligence and perfectionist attitude always leads him to victory. It's quite the opposite really. Quite usually it never comes out right because he lacks the ability to know feelings that the concept of 'trying hard to reach ones goal'. It does spark his dangerous curiosity, however. A loss will never just be left at just a loss. If he must re-plan and do something one thousand times before it's correct, he will. It is in fact this trait about him why he exists.
More than any other before him, he tries to be as humane as possible, just as the other Nobodies around him. Even if their 'feelings' are just their reactions due to the memories of their previous life that they hold, the effort is there. Xemnas truly does genuinely feel more than should be expected ( or at least he what he doesn't fake can be surprising). Surprisingly enough, there are even people that Xemnas holds as important to himself. This is one aspect that he does not show anyone. It is a weakness in his eyes and nothing that any of the others truly need to concern themselves with. All they need to see is their ruthless leader, not the man who desires his two 'old friends' to be in some vague way by his side. Xemnas proposing that they (Sora and Riku) in the final battle die and dissolve into nothingness together with him is also another example of a strange positive (for him anyway) emotion showing itself with no explanation whatsoever.
The fact he went to the castle where Xehanort, The heartless made when his originator removed his heart, carried out his plan and last breaths of life on this plane, could possibly mean he has some sort of draw to the other parts of himself, much like Roxas and Sora had to each other, but of course it is not enough to amount to anything. It could very much be nothing more than pity.
[ Strengths/Weaknesses ] :

Leadership - This is one thing that just seems to separate him entirely from his Heartless. While Ansem would rather pursue the goal alone, Xemnas has employed an entire organization to help him in his bidding. He leads very sternly, having carefully chosen words and a no-nonsense attitude towards the true goals of the group.
Manipulation - It can sort of go without saying that he is very manipulative. At one point or another, he is skillfully using the entirely organization and even the heroes of the series towards his ultimate goal. You could even say there is manipulation of self as well. It’s not always successful, however.
Clear-minded judgement - Without a heart, Xemnas is able to make choices and deliver judgement without attachment to anything. Any expressed emotions are more from memories to give a more realistic sense of self. Though without emotions, the most clear-minded judgement is not always the fairest or the smartest.
Intellect - More than anything else, Xemnas seeks knowledge, and to know the things that he does not yet know. Everything and anything he’s done that has not been for the sake of self or darkness is always with the intention of knowing something in it’s entirety. He is a fountain of knowledge about most things and even has enjoyed writing about such things in many reports about such. So more than just knowing, he also wants it to be shared... just not in ways most would deem correct.
Morale-building speeches complete with dramatics - The way he speaks is with elegance. Every word is carefully thought out and punctual. However, when it comes to expressing these words in a way he thinks is correct, it is often lost in a sea of dramatic arm motions. It can be said that even without desiring to feel, the desire to express himself is still there.
Powers as a Nobody
Natural Ability - He is very agile and skilled even without his powers. When Marluxia was planing a revolution in the ranks, he didn’t even dare face Xemnas with no less than four people backing him up, one being they Keyblade Master.
Teleporting - Which is more just the Door to Darkness pops up and they use it to travel where ever they need it to go by traveling through the darkness.
Element - With the element of pure nothingness, It can be said his powers are quite interesting.
Ethereal Blades - There are blunt, glowing swords that are much better used for bludgeoning the enemy to death than slicing them up. They are produced from his body and can grow and be used any way he wishes. In 358/2, he uses them much like lasers in his Final Limit. He can also call forth more than two. There was a point where he called upon hundreds at once.
Memory reading - All he has to do is pass through you and he can experience your memories.
Copies and ‘Thorns’ - Copies are self-explanatory. He can make copies of himself, but only for a short time. Thorns are sort of like.. Actually I can’t explain it eloquently. They are black and white squiggles that he can fore at you. They linger in the air for a short time and hurt of you get hit with them.
Health Draining - He has quite a few attacks that each attach in ball form or form around his enemy like a sphere.
Defense - He himself has a few spherical attacks that aren’t health draining. One that he’s used stopped all attacks from landing on him.
All-Vanity - Spherical barrier around himself that harms anyone that touches it. He likes these types of things,. as you can see.
Armor - Cannot be used in this plane, but when he wears the Armor of Master Xehanort, he is able to use the attacks of all of the other Organization members.
Heartless and Nobodies - He can also call upon Heartless to fight or he can call upon normal Dusks. If your lucky he could spawn both.

Lack of heart/genuine emotions - A lack of emotions, to him at least, is not something he sees at a weakness. In his opinion, it is the much better option. However, when you are without it but still acting as if you have some inkling of feeling, it doesn’t quite work. Instead of working with members, he kills them as they deflect. His sentiments (almost all of them except for his evil genius one) come off sorrowful and a bit angsty even when being nothing of the sort. Sympathy, closeness, friendship, importance, it doesn’t mean anything to him. The only thing he feels is desire, and that is for the power of change.
Selfish Ambitions - Anything and everything he does is for himself. Regardless of what he says or does, everything is for him and his goal. Whatever may come and go in the mean time is just means to end means to an end. In his mind, the thing he is doing is good and will fix all of the problems of the universe. The fact he never clarifies this or bother elaborating past evil plans of genius could be do to not remembering everything there is to know about himself or because he’s completely forgotten that was indeed the reason for it and is continuing because it’s still a great idea.
Curiosity - It would not be wrong to say that all of the problem that started, even before Xemnas was born as himself, was because of the running curiosity in himself and his previous selves. His previous self was curious about the darkness and thus delved too deeply. Xehanort pondered the workings of the heart so he not only experimented on himself but others and thus Xemnas was born as a result. Xemnas is curious as to the location of a ‘friend’ and killed off a large portion of The Organization in the process. He was curious about creating his own version of Kingdom Hearts and nearly undid the universe as we know it in the process. Needless to say, curiosity is quite dangerous.
Suspicious/Inability to trust - At the first sign of traitorous intent in the ranks, if they themselves are not important to him and his long term goal, he is more than okay with just killing them off the moment it becomes problematic. He trusts none of the people that he works with and that most likely goes for Xigbar the most since he knows things about him that not even Xemnas can recall for the life of him.
Inability to wield a Keyblade - Why is this a weakness? Because he is made up entirely of Keyblade Wielders, and yet he cannot use one himself. It’s annoying to have to depend on people that you very well know are just out to kill you. It humbles him slightly, But he doesn’t let such a thing show.
Multiple “selves” - There are technically a lot of different people in Xemnas’ ...being? Usually it wouldn’t matter. Yet unlike his Heartless self, he actually shows traits of the people they were made up of before Xehanort. This becomes a weakness because all of them are very conflicting in the personality department. He could be talking about his friends one moment and then completely denying that was even uttered the next. Usually he is very controlled in this area, but SOME Organization members (Xigbar) spy on these moments anyway.

Forgive me for being indecent. I wanted to porperly test the provided technology. It is a curious device. For being so compact, It’s still adequate enough for me to record my reports on. My first one will be on the subject of waking up here, drenched and sporting a strange new mark. Regardless, this is irrelevant.
I will commence immediate information gathering on this strange new world once my clothes are no longer... moist.
