[Vincent moves into the room in swift silence, stopping just far enough inside for Tseng to close the door and turning to look back at him without completely turning around, standing with his left side facing the Director.]
I am supervising her, but the safest option [short of killing her, he thinks, which would be ideal if only the circumstances permitted] would be to imprison her, indefinitely.
[There is a trace of grim humour in his voice.] Though you're probably against that suggestion.

I am. I understand why you feel allowing her to keep her freedom to be an issue, but she hasn't done anything yet. Not here, or on Gaia. She's too young.
You can't punish her for sins she'll never have a chance to commit.
[He pauses for a second, taking a breath and looking away.]
Just as I told Marco, if she actually tries anything...do what you have to in order to stop her. But she hasn't yet, and she's being closely watched. You won't miss it when she does.

You can't preemptively punish someone for what they could be capable of in the right circumstances, Tseng.

The populace of this ship is filled with people just as dangerous as Dr. Crescent, if not moreso. Would you imprison them all for what they're capable of rather than what they've done?

[Because though Tseng doesn't know exactly what sets Chaos off, past events give a fairly good indication nevertheless.
