This song is Spitz's 12th single released in 7/7/1995 and reached the 2nd spot on Oricon's weekly charts, selling nearly 100 million copies. The title when written in kanji is "涙がキラリ☆". The members decided to add the star into the title due to the single's release on the same day as the tanabata festival, in hopes that the song would help liven up the festival even further.
*Tanabata is a Japanese star festival.
I believe the song is about the legend behind Tanabata festival and also it's festive atmosphere. It celebrates the meeting of the deities Orihime and Hikoboshi (also known as the stars Vega and Altair, respectively). According to legend, the Milky Way separates these lovers, and they are allowed to meet only once a year on the seventh day of the seventh lunar month of the lunisolar calendar.
