Personally, I don't mind the multiple notifications (and it can be one hundred or more at a time, on some occasions). It doesn't seem like a big deal to simply delete them as they come in... (???) Well, I don't find it difficult, anyway.

Besides, how would LiveJournal know a person was going to upload many userpics/icons at one time, considering each icon is currently loaded one at a time?

I don't tend to be in my inbox but every week or so, and they stack up a bit. (I also get all comments to every suggestion ever in my inbox, and there are some notifications I want to hang onto in there for various reasons, so right now I have 200-odd unread notifications in my LJ inbox.)

I was thinking that perhaps instead of sending a notification immediately, the server could hold off and send only one every fifteen minutes to hour or so.

Since it sometimes takes me fifteen minutes just to upload two new userpics (because of a fail!machine, plus I deliberate heavily on what keywords to use, etc.), I agree with making it once an hour. I could even live with once per day, in case someone is uploading icons in small batches throughout the day.

I have the notification disabled mainly because as it currently is, it's a bit too spammy for my taste. =/ (For that matter, kind of the same with others' receipt of VGifts, although I'm admittedly not quite as interested in those notifications, and besides, that's another suggestion that should be made at another time... Neverending Story reference>).

But I can see where it might be tricky on LJ's end to aggregate the total number of userpics uploaded in a given period of time and send a batch email.

I don't think this is something that could easily be implemented. The only way I could support it is if the bulk-upload process got implemented, and this applied to that. Otherwise, I like the current system of one notification for one event as soon as it occurs, no matter what that event is.
