Sure! If you purchase paid time-- whether for yourself or for someone else-- you get X free virtual gifts as a bonus. That sounds fair.

Yes, this. Offering a limited number of them (not to mention limited type; I would definitely NOT include any of those that cost more than 99 cents to send) sounds like a very nice little incentive. :3 Maybe, say, for every two months of Paid time, you can send up to two (or if we want to be a little more generous, say five at most) virtual gifts for free.

Now, of course, how would this affect Permanent users? Would they get to partake in this, too, or would they have to purchase Paid time for someone else? And if the former, would this be pro-rated by how many could be sent out per year or...? *Is confusing herself now*

If people purchasing paid time get X free virtual gifts per month they purchase, I'd suppose that permanent users would then get X free virtual gifts per month.
