Avoid showing edit box when comments aren't allowed.

Short, concise description of the idea
If someone only accepts comments from friends, for example, then there should be a clearer notice, or (best of all) there should be no edit box unless one is logged in, and friended.

Full description of the idea
I just spent some time composing a comment on someone's LJ, finding information relevant to the post and fixing the formating. I did a few previews during the editing. And then when I eventually tried to post, I got the notice that I'm not allowed to post as I'm not a friend of the blogger.

The initial warning that is given is not where someone would normally look (next to the radio button for anonymous editing - clearly not relevant to someone who is logged in), and the edit box comes up as normal to receive the comment. This leads to a lot of wasted time. Can LJ fix this?
