I realize that S2 is a tough to crack for people not used to coding (and in many ways even for those of us who are) because it is more of a programming language than a templating system and doing custom coding on layers'n'such is a paid only feature and the official documentation on it is...spotty and difficult and that some of the official styles aren't exactly coded "correctly", but monkeying around with the code of a style currently the only way to do the editing in S2 styles that you're talking about. And if a user is paid, well, they're probably not worried about ad placement. So.
As far as I can think (which might not be all that far, granted), implementing this would be difficult and require analyzing each and every S2 style LJ offers for possible editable HTML blocks, most of them small and nearly worthless chunks to edit...for not too much benefit. But maybe they'd be able to think of a way, they do figure out some pretty nifty things sometimes.
Also, users don't have to create whole style sheets to personalize their journal. They can put just a few CSS statements into that handy dandy box if they feel like it.
