I think the issue (or at least an issue) there is that some people had already tried out the nav strip, turned it off and then found that it was turned back on again when it became the default setting.

They rejected that suggestion, so if you really want that option, make sure to write to feedback@livejournal.com and encourage others to make their wishes known, as well.
