Provide notification/chat features to any federated XMPP address.

Full description of the idea
LJ provides XMPP server (LJ Talk) for it's regular users (but AFAIK not for externals using OpenID etc). LJ Talk users can receive various notifications to their clients and chat with their LJ friends.

Pleae provide same features to any federated XMPP address.
An ordered list of benefits

• For LJ: better integration to XMPP federated network.
• For external users: lesser lags in correspondence related to LJ.
• For all users: more convenient ways to communicate.

An ordered list of problems/issues involved

• Need to register another field in user profile: XMPP address.
