I would like a way for a mod to make a post to a select group of people in a commuity, rather than all members.

Full description of the idea
I would like a way for a mod to make a post to a select group of people in a commuity, rather than all members. This would entail being able to select individual names or, being able to select all, but have an exceptions group. Ideally, if there were a way to slice & dice the members, that would be great too, i.e. location.
An ordered list of benefits

• Not having to send individual PM's to a large group of people.
• Can resolve community issues faster.

An ordered list of problems/issues involved

• The usual, people get upset, but I view this as a mod ability that would only be used in certain circumstances.
• Does not take away from the ability to copy/paste what has been posted, but that goes w/o saying.
