A ban like this is so easy to circumvent by a number means that I don't really see it as being terribly helpful.

It isn't helpful to you though, because it doesn't work. As has been explained in other comments, circumventing an IP ban is as easy as cycling your router, or restarting your computer, or connecting to a proxy. This would not help you in blocking people from commenting in your journal in any way.

If someone is dedicated to bothering you, they only need to surf to http://proxy.org/cgi_proxies.shtml to be able to change their IP address hundreds of times.

I can make entry friends-only , forbid anonymous comments - whatever.
Issue still stands - MANY different users (mostly spammers) are coming from the same IP address for a long time.
IP address is the same, users are different - old and new.
