Spam Reporting in Communities

Short, concise description of the idea
This would grant members the ability to report SPAM in communities, something only maintainers can do at the moment.

I don't like the idea of this because right now, only one person can report one entry as spam, which means that for a person to get multiple spam reports, they have to be making multiple entries and are more likely an actual spammer. Allowing multiple reports on one entry would open up the opportunity for a group of people to gang up on one person - basically it makes it much easier for false reports to look legit, creating more work for the APT.

At the same time, anybody can report (aka flag) obviously adult things in a community without being a moderator/maintainer. This isn't really that much different, just without boobz.

It's different because people don't get suspended over adult material - they just get their stuff flagged as adult - and from what I read in the FAQs, it takes several reports for an adult entry to make it to the APT. In contrast, one spam report creates an entry in the queue. All I'm saying is that I don't like the idea because it opens up more opportunity for more and more legitimate users to be flagged in such a way that they could appear at first glance to be proper spammers. .

I like the idea of making it so that only the first person can mark it as spam, but that affects the maintainer's ability to delete it and mark it as spam.

I think I just really like the way the system is now, in that all the spam reports that are made for community entries are sure to have been made by the maintainers of the community, and not by random members.
