The navbar should always display in the user's language.

Full description of the idea
Currently, the navbar displays according to the settings of the journal. Since the navbar is there to make browsing easier, it should display exclusively in the viewer's language.
An ordered list of benefits

• Occasionally I come across users who write English but have their journal set to French or another language. This will help other users by making the navbar always easier to figure out.
• People trying to improve their language skills can see navbars in their chosen language all across the site.

An ordered list of problems/issues involved

• People trying to look "cool" by having a navbar in another language may not enjoy seeing every navbar everything morph into that same language.
