The stocking tradition comes from a very old tradition in one of the countries. They taught their children to leave their shoes out on the porch for St. Nikolaus, a character that personifies the holiday spirit and cheer, to leave candy in.
I haven't heard about a purple prowler, however. Most interpretations of St. Nikolaus or "Santa Claus" depict him as wearing red clothing.

I am, however, surprised by the idea of an individual clad in red being an accepted representation of an important individual. Not only that, but he represents things such as cheer and generosity?

Well, if I'm not mistaken, there's a caste system in your world based on blood color? Since there's no such caste system in place for humans, colors tend not to have any sort of social implication. The only real difference is the vibrance of one's clothes being a sign of wealth, and that has phased out as color dyes for clothing have gotten cheaper and more easily accessible.
Instead, colors like red are typically deemed 'warm' and 'comforting', if not 'passionate'. There is a lot of study in color theory, and how humans subconsciously react to each color.
