Londo is the most captivating, yes; he's an amazing character, and Peter Jurasik is just stupendously good in the role.
And it's not that B5 feels like DS9, but the other way around, because JMS shopped B5 to Universal and they turned it down and then came out with DS9 some time later, to his great bitterness.
The Minbari you're thinking of is named Dukhat.
Yay, new Babylon 5 watcher! I just saw it for the first time last year, and I love it like burning.
I remember all the B5/DS9 wank way back when. JMS was a regular on the old Compuserve Scifi community and was upfront that he thought he was being ripped off by Universal & the ST franchise.
I've only seen it in rare glimpses, but The Old Man™ watched it with a passion back when it was airing.
JMS is not shy about that at all, even to this day. He has no end to confidence in his own abilities, let's just say. On the other hand, his show is my favorite evereverever, so there you go.
Hah. Yeah, actually, I think I remember hearing about that whole business. And I didn't mean to imply anything, just that it reminds me a lot of DS9 because I've watched DS9 a) first and b) many many times. And very possibly because DS9 ripped it off like crazy. :>
And yeah, Londo is great. I'm enjoying it so far, but I've only been watching a couple of episodes a day because it's too gorgeous right now to stay indoors watching TV in the middle of the day, and then I tend to put it on at about 11 PM and watch an episode and a half before falling asleep. Which is all by way of saying, I'll probably post more about my thoughts as I continue to watch it, so I'm glad someone out there will know what I'm talking about. ;)

Because it sure looks like a ripoff.
Regardless, according to The Old Man, B5 was heads and shoulders above DS9.
