Icons/Sigs Question

I was wondering what do you all use when you make your own icons, sigs, etc?  I'm thinking about changing a few things on my LJ picture wise, so I was curious what you all use and what ones might be the easiest for someone, like me, who really hasn't used made icon/sigs from whatever programs you use.

Irfanview (irfanview.com). It's free, it can take any picture you want (whether you made it in Paint or whatever, or got it online) and resize it, enhance or adjust colors, contrast, saturation, etc.

For stuff with text on it, I just use Paint. It lets you put whatever you can fit on the icon, and if you want a different font, as long as you can find it online or something, you can just download it and it'll recognize it.

For animated things, maybe there's a better free way (there must be), but I use Easy GIF Animator, trial version. It lets you use it 20 times (for as long as you want each time) before the trial runs out, and it's very simple to use to make animated GIFs.
