I did hear this third hand from my friend. She did mention that it was way out in the middle of nowhere and that he also mentioned that this woman tried the same sorts of tactics on the fox and mink farmers in the area. I don't know if she tries the same thing every year or if she tries different tactics each year. Personally I don't know what the premises were like, my friend was there and said that they looked decent. My friend said that it reminded her of a large farm mentality. Kind of like the way you might keep sheep or something. So the reason the woman is trying to put him out of business by burning him down may be because she can't shut him down for mistreating his animals. It still doesn't make raising that number of dogs in kennels right. I think dogs need human companionship. Like akurei_enjeru said, this post was not about the puppy farm, it was mainly about my shock at the measures the Humane Society woman took at trying to shut down a puppy farm.

Like I said before, I don't agree with puppy mills at all, but I am appalled that someone would take such measures in the name of doing the best thing for animals to try and stop a puppy mill.
