Don't you think if he had any indication she would actually KILL some of his dogs, he'd have done something? Even if he was only in it for the money, he definitely wouldn't have just let her kill a barn full of puppies he had invested time and money into.
What kind of precautions can you take against someone sneaking onto your property and burning something? Especially if it's not part of your main house? You wouldn't smell the smoke or hear a fire alarm, especially if it happened at night, and putting individual cameras/security systems/fire sensors on an entire farm is a pretty expensive prospect. Are you suggesting he should've hired a security force? Put in a laser alarm system? Bullet proof glass? Because, I mean, say he put in fire sprinklers, what if she decided to come shoot him and his workers instead, and the dogs all died of dehydration before anyone noticed he was dead? Would you say "Oh, he should've invested in body armor and taken proper precautions"? I don't quite get why you think it would've been so easy to 'take proper precautions' when he had no idea what action she would take.
Even if you moved them, where would you put an entire barn full of dogs? Put them in another barn she could burn down? In individual kennels which you then put inside the main house so no one can move? I'm not seeing how this would be easy to prevent.

Well, what would the police have done? They don't exactly have the resources to post someone at his property 24/7 because of some vague 'threat', and they can't arrest someone unless they have some evidence that they have already done something illegal or threatened to do something illegal. Threatening to put someone "out of business" is not illegal, as it is not a threat of immediate bodily harm or intent to commit some kind of crime. If she'd said "I'm going to burn down your barn full of dogs", maybe he'd have had a reason to call the police.

If she's tried things in the past, the police should at least have gone and had a talk with her, and he could have gotten a restraining order from the past events.

Honestly, I don't think the byb is 100% honest, is all.
He doesn't seem like a BYB, to be honest. He actually seems to have the health of his dogs as one of his priorities. He's taking steps not to breed dogs that have health problems and getting them vaccinated. I'm not saying he's running the bestest breeding operation ever, just that you're being overly harsh.

Like I said, you seemed to be basing your arguments on the assumption that SOMEONE set the barn on fire. Given all your restraining order/police talk, I assumed it was the woman in question. It could be any of a great many people.
She made a threat. It wasn't a specific threat, but it was a threat nonetheless. It's entirely logical to suspect her, and that's exactly what police would do.
What if it was an arsonist, but it wasn't her? What if it was some random asshole who likes setting things on fire? Would you still be complaining that his property isn't arson-proof so clearly he should've taken proper precautions?
