Before we initiate, I will be requesting the assistance of the gods to eradicate the final water source - the snow. If they refuse to assist me personally, I'll be requesting a Fire Rune for myself and fifteen to twenty others, and we will scour the place. However, given the possibility of fire damage, it's preferable that the individuals who may be required to do this are very good with magic, as I'd rather not be responsible for any repercussions felt for mistakes.
Sluice Gate construction: 2 humans to check plans and make refinements to the rough photocopied draft. 50 puppets logging, 50 puppets woodcutting, 50 on basic construction to last into the night and early hours. Upon completion of the gate, a small siphon will be constructed to filter the water into a small reservoir to the east of the gate, which will be disguised and ensures that the water will remain accessible to the citizens. Ten non-puppet guards to oversee operation efficiency and to notify of any suspicious activity, with a shift change mid-way, and a small group headed by a SOLDIER to defend the place if there is trouble. Backup to be on speed-dial.
Ten pairs of two non-puppets to be lined across the river within sight of each other. To be equipped with torches in order to transmit messages of suspicious activity to the gate quickly and efficiently.
Gate Army: Primarily human force - as many as can be spared, with small groups headed by a SOLDIER or a Turk, depending on their nature. Infantry and cavalry primarily, though some long-range attackers will also be required. Will be placed at the completed sluice gate, after which the gate will be closed, ceasing the water flow through Purgatorium. The siphon will be opened, creating a second, secret river. A filtered alert will be placed on the system, allowing citizens to come and receive their water from the new river. The new siphoned river is to be within site of the sluice gate, and also guarded with torch-bearers - but not an intimidating amount of soldiers. We don't want to drive away those we're trying to protect.
Wesker will not last long without water. He's still human, and he won't keep us waiting for long. The longer he stalls, the weaker he will become.
If that is all, we can begin construction tonight. I would like it if this plan, from beginning to end, was given no more than two days to be in full force - but it would be better in one. Time is very much of the essence, and it won't take Wesker long to identify our plans.

I wonder whether he is pleased with my progress, or disappointed with what hasn't changed. He's a difficult man to read... and I suppose a good student never stops striving for approval.
I highly doubt I could get away with an early retirement in a place like this. Shame, really. I think I would make a half-decent gardener.
